City seeks low-income-owned businesses for Section 3 designation

The federal designation funnels HUD funds to local companies.

The City of Charlottesville is asking eligible businesses to register for Section 3 status, which would give them preference on some federally funded contracts.

According to Charlottesville’s City Notes newsletter, local businesses are eligible for a Section 3 designation if the majority of the company is owned by low-income residents, if 30 percent of the employees are low-income, or if the business commits to using 25 percent of offered funds to subcontractors who meet the criteria.

Once registered, businesses are added to a directory used by agencies that receive funds from the Department of Housing and Urban Development, including the city of Charlottesville, the Charlottesville Redevelopment and Housing Authority, and local developers and contractors.
