RWSA Board Chairman Mike Gaffney cites the rainfall in the second half of December as the reason for the decision. So what exactly does the switch from Warning to Watch mean? “The City of Charlottesville and the Albemarle County Service Authority,” the press release says, “can consider lifting mandatory restrictions in favor of a voluntary call for continued water conservation.” In other words, please don’t celebrate by running the faucet while brushing your teeth.
