Stepping up: PHAR welcomes a new executive director

For Shelby Marie Edwards, serving her community comes naturally. Edwards grew up watching her mother, Holly Edwards, advocate for low-income residents as a parish nurse for the Jefferson Area Board for Aging and as program coordinator for the Public Housing Association of Residents. Now the younger Edwards is following in those footsteps as PHAR’s new executive director.

“Especially over the past few months, with all that’s going on in the social justice arena, I felt compelled to shift my work to focus more to what was speaking to me,” says Edwards. At PHAR, “I can continue the work of my mom, but in a way that’s true to me.”

Holly Edwards was an institution in Charlottesville, serving as vice mayor and a city councilor. She helped to spark the city’s Dialogue on Race, which led to the Office of Human Rights, while remaining involved in a string of other community organizations, from the NAACP to PACEM.

Following her mother’s passing in 2017, Shelby Edwards felt drawn back to Charlottesville, where she was born and raised. She’d been teaching theater and writing in Chicago, and when she returned, she began offering performance art classes through the Boys & Girls Clubs of Central Virginia, while embarking on new projects, like writing and performing the one-person storytelling show, Holly’s Ivy.

“I certainly will not be the person inside of the Westhaven clinic where she used to work, taking temperatures,” Edwards says. “But what I can be is someone who continues to amplify the voices of residents, be a listening ear, and make sure we are looking at what makes the most sense in the short and long-term for all of the folks who live in public housing sites.”

While this is Edwards’ first time working in the public housing sector, she plans to draw heavily on her years of teaching performance art and fundraising for theater nonprofits in Chicago. She will also tap into her degrees in business and theater from Virginia Commonwealth University, which she received in 2017, as well as the masters in humanities she earned last year from the University of Chicago.

In addition, Edwards will continue to lean on her many community mentors for support and advice, including PHAR board president Joy Johnson, who will be helping with the transition.

“[Johnson] is a powerful force in the community, and I am humbled and honored to be stepping into this role, especially so under her guidance,” says Edwards. “I look forward to learning so much in this position. I wouldn’t have taken [it] if I didn’t already know the community had my back.”

Once her term begins, Edwards will oversee all of PHAR’s programs, including emergency food distribution. Since the beginning of the pandemic, the nonprofit has focused on providing food assistance to the city’s most vulnerable residents. Staff and volunteers currently bring groceries to 40 people each month. Almost all the recipients have COVID-19 risk factors, like diabetes, heart disease, and asthma.

Though the program is unfortunately at capacity and has a waitlist, PHAR has also given out $50 gift cards to every public housing resident twice during the pandemic, and plans to do that two more times before the end of February, when program funding is expected to run out.

In the new year, PHAR will also welcome its new class of interns. The nonprofit’s six-month paid internship program, open to all public housing residents, teaches participants about the city’s public housing policies and organizations, and how to get involved in community organizing and advocacy. “They’re ultimately becoming involved in the decisions that affect their lives,” Edwards says.

However, running the program during a pandemic has its challenges, says Edwards. Because PHAR has not been able to do face-to-face outreach, it has only received eight applications so far, slightly less than in previous years.

“Most public housing residents do not have laptops or iPads, and they often have challenges with limited minutes on their phones,” she says. “We got a grant from the Charlottesville Area Community Foundation, which allowed us to purchase devices, but there will be a lot of learning for most of the interns to feel comfortable using them.”

As the city pushes forward with the long-awaited redevelopment of the public housing complexes Crescent Halls, South First Street, and Friendship Court, Edwards believes it is necessary for low-income residents to be involved in housing decisions. Affordable housing remains a crucial issue in Charlottesville, and adequate solutions cannot be created without residents’ voices, she says.

Looking forward, Edwards’ biggest goal for PHAR is to expand its outreach and membership, while building up existing community partnerships and forging new ones.

“I welcome any and everybody who supports PHAR’s mission, and wants to make sure that our housing sites are safe and equitable…and that our residents are heard all of the time,” she says.

Edwards first official day of work is December 7.

Housing hero: Community mourns loss of Richard Shackelford

Beloved public housing advocate Richard Shackelford passed away in his Crescent Halls apartment on the morning of May 21, after a heart attack. He was 66 years old.

Shackelford—known as “Shack” to his friends—grew up in Charlottesville, on the corner of Fifth and Harris streets. For many years, he worked as a gym instructor for Charlottesville City Schools, and was heavily involved in his church, Mount Zion First African Baptist Church.

In 2014, he moved to Crescent Halls, a public housing complex for the eldery and disabled, with his wife, Sandy, after they lost their house. 

For years, Crescent Halls residents protested against the 105-unit building’s poor maintenance, including broken air conditioners, sweltering heat, sewage flooding, broken-down elevators, and cockroaches. Plans to renovate the complex, as well as other public housing facilities, were made as early as 2010, but action had been notoriously slow.

Wanting to join the fight for change, Shackelford enrolled in the Public Housing Association of Residents’ six-month internship program, which trained him to be an advocate. After completing the internship in 2016, he went on to serve as vice president and president of the Crescent Halls Tenant Association, as well as vice chair of PHAR’s board of directors and a member of the Charlottesville Redevelopment and Housing Authority redevelopment committee.

While Shackelford advocated for public housing residents across the city, he was an especially strong champion for the redevelopment of Crescent Halls, says CRHA redevelopment coordinator (and former mayor) Dave Norris. Last January, CRHA finally approved a partnership with Riverbend Development and PHAR, along with two other developers, to completely renovate the more than 40-year-old building. Construction is set to begin this fall. 

“He thought it was very unfair that people who had spent…and worked their whole lives in Charlottesville, in many cases, were having to live in such unfortunate conditions,” says Norris. “His advocacy for his neighbors was largely responsible for the fact that the city…and others have ultimately agreed to put about $19 million into renovating that building from top to bottom.”

Shackelford made sure his voice was not the only one heard, Norris points out. He helped to include more Crescent Halls residents in conversations about the building’s renovations, as well as other public housing issues.

“He really believed passionately that even if you were extremely low-income, you still deserved a voice and…a seat at the table,” says Norris.

Both inside and outside of meetings, Shackelford was friendly and encouraging, but “when he had something to say, he would be very firm about it,” says PHAR Lead Organizer Brandon Collins. “He’d been in Charlottesville his whole life and had a real perspective on things. He called [the city] out for not doing enough for poor folks, not giving people enough of a chance, [and] not using resources the right way to help people with homeownership…He was just really dumbfounded by the lack of help that poor people get.”

“He brought his personal experiences and family knowledge to the table with policy makers,” adds Legal Aid Justice Center Outreach Director Emily Dreyfus, who serves on PHAR’s advisory council. “He made a real difference in helping people understand some of the intentional wrongs that were inflicted on black people in Charlottesville over the decades.”

When not advocating for housing rights at meetings and community events, Shackelford could be seen helping his neighbors. He would often carry groceries for people and give out extra canned goods, says resident Alice Washington, who is now president of the tenant association.

“Not only did he love to cook—he could cook! He was always sharing food with people,” she says.

Shackelford ultimately touched many lives, and left a lasting legacy on our town. “He was a committed guy. He put in the work,” says Collins. 

“All in all he was just a good person,” adds Washington. “We are going to miss him a lot.”

Taking action: Hate rally fuels momentum for new affordable housing coalition

Neo-Nazis and affordable housing may not seem directly connected, but in the wake of the white supremacist rally on August 12, a new coalition of grassroots activists and nonprofit groups is linking the two in a push for more homes for poorer Charlottesville residents.

The Charlottesville Coalition for Low-Income Housing, formed earlier this year, has gathered significant momentum since the alt-right rally, as key members tie the city’s lack of affordable housing to racism and local white supremacist policies.

“Opposing racism means real action, such as acknowledging that the rapid demographic change in Charlottesville is linked to high rents, inadequate affordable housing stock and limited economic and educational opportunity for low-income communities,” says Mary Bauer, the executive director of the Legal Aid Justice Center in an August 22 letter to City Manager Maurice Jones, Charlottesville Police Chief Al Thomas and members of City Council.

Bauer wrote the five-page letter on behalf of the Public Housing Association of Residents, which Legal Aid Justice Center represents, and she demanded answers from the city about why it failed to protect its low-income housing residents, citing a group of armed alt-righters who marched near Friendship Court August 12 and left residents shaken.

The new coalition consists of PHAR, Legal Aid Justice Center, Showing Up for Racial Justice and Together C’Ville. Attorney Jeff Fogel, former planning commission chair William Harris and former NAACP chapter president Rick Turner have also attended meetings.

The group is focusing efforts on educating the public about form-based code, a different type of zoning the city is in the process of adopting within the Strategic Investment Area, a large section of land south of downtown. Form-based code focuses on a building’s size and style, rather than its use. Critics fear the new code could accelerate development, while dramatically changing the appearance, function and occupancy of buildings.

The community affected by form-based code is typically given an opportunity to share its ideas and desires through a public input process, called charettes, which then form the backbone and underlying guidelines for the code.

Elaine Poon, the managing attorney at Legal Aid, says the city has scheduled the charettes for the week of September 11-14, and she worries that if low-income residents are not engaged in the charette process, the eventual form-based code may not have key elements in place that would guarantee the construction of more affordable housing.

“This is a boom time for Charlottesville, property values are going through the roof,” says Poon. Unless steps are taken now by community members, the city’s lowest-income residents may no longer be able to afford to live in Charlottesville in the future, she says.

More than 470 people have signed a Change.org coalition letter to councilors, petitioning them to “stop displacement and expand affordable housing for extremely low-income people,” and noting that the population of African-Americans within the SIA from 2000-2012 has decreased 12 percent—a sign of gentrification.

To help energize residents in demanding their voices be heard, the coalition is bringing an experienced voice from Chicago. Willie “J.R” Fleming is the executive director for the Chicago Anti-Eviction Campaign and the vice president of Black Chicago Development Coalition. For the past eight years, he’s fought against the displacement of Chicago’s low-income communities.

Fleming is coming courtesy of a grant from the National Endowment for the Humanities, which coalition member Laura Goldblatt, a post-doctoral fellow at UVA, recently received.

FOIA suit fails: Judge rules police don’t have to release stop-and-frisk records

 

After Charlottesville Police Chief Tim Longo’s report to City Council stated that 70 percent of the people police stopped were African-American, the Public Housing Association of Residents and the local NAACP filed a lawsuit seeking police records under the Freedom of Information Act, according to their lawyer, Jeff Fogel.

Judge Rick Moore ruled September 11 that what had been described as “narratives” of temporary detentions, aka stops and frisks, were criminal investigative files and exempt under FOIA. He read a handful of the reports, saying, “I think it’s in the public interest to hear so there’s not a veil of secrecy.”

In 2012, Longo required officers to start reporting narratives of each stop to look at “the decision making of the officer making the stop,” he testified. “I was shocked we weren’t keeping this important constitutional record.”

Fogel initially made a FOIA request for the narratives in June 2014 and was told he could have them, but then he became ill, according to the lawsuit. When he requested them again in February, he was told they were criminal investigative files and exempt under FOIA. In court he asked Longo why he changed his mind.

Longo said he wanted to balance the needs of the community with the department’s interest in exercising the exemption by constructing an independent review process that could include the citizens advisory panel, the Human Rights Commission and the commonwealth’s attorney office.

In one instance, said the chief, an officer was sent to take a constitutional class at Montpelier to make sure he had proper knowledge of the law. “It was determined an officer had made a misapplication of the law,” he said.

After the hearing, Fogel said, “We learned there were some bad searches from the mouth of the police chief.” And he contended that withholding the narratives was “a political decision not to expose the police department to liability from illegal searches.”

Moore acknowledged that Fogel was at a disadvantage in the suit because he had not seen the narratives, and the judge said he read all 237 of the records the city provided. “They are all, in my opinion, criminal investigative files,” he said. Almost all were in response to calls—about fights, someone drunk, property loss or injury, he said.

He read the first four reports:

  • A white male drank half a beer and walked out of a bar without paying. He told the officer the beer was warm and went back in to pay for it.
  • A man was disorderly and drinking in front of a store. The officer found a person matching the description with a 40-ounce malt liquor, and gave him a ticket.
  • Three witnesses said during an argument at closing time, a man spit in the face of a woman and kicked her several times on the mall. The officer talked to the suspect who denied touching anyone.
  • A witness said a black male was sleeping on a bench. The officer spoke to the man, noticed slurred speech and the smell of alcohol, and took him to the Mohr Center, a residential treatment center.

In all of these instances, said Moore, although no arrests were made, they were all criminal investigations.

After the hearing, PHAR staffer Brandon Collins said he was disappointed with the ruling, but felt the judge seemed to encourage the idea that the information could be made public eventually.

“I think I was expecting something different from the narratives,” he said, “and why decisions were made.”
